A Taser electroshock stun gunA California man walking his two small dogs off-leash was arrested after a park ranger used her stun gun on him.
The San Francisco Chronicle reports that Gary Hesterberg was walking his two small dogs inside Rancho Corral de Tierra, which was recently incorporated into the Golden Gate National Recreation Area. For years, the park has been a refuge for owners who let their dogs run off-leash. However, all national parks have on-leash laws.
"It was really scary," said Michelle Babcock, who said she witnessed the incident as she and her husband were walking their own dogs. "I just felt so bad for him."
The unnamed park ranger reportedly confronted Hesterberg about his dogs. Hesterberg, who said he wasn't carrying his wallet at the time, allegedly gave a false name. The ranger asked him to remain at the scene but Hesterberg instead attempted to leave before he was shot in the back with the taser.
Babcock said Hesterberg had repeatedly asked the ranger why he was being detained. "He just tried to walk away. She never gave him a reason," Babcock said.
After Hesterberg left the scene, the ranger"pursued him a little bit and she did deploy her" electric-shock weapon, said parks service spokesman Howard Levitt.
"That did stop him."
Hesterberg was then arrested on suspicion of failing to obey a lawful order, having dogs off-leash and knowingly providing false information, Levitt said. He was later released.
"We were like in disbelief," she said. "It didn't make any sense," Babcock said.

A guy walking his dogs is intruded upon by a federal LEO, purportedly to inform park users that their dogs must be leashed (even though this particular area had no previous leash requirement.
Rather than simply informing the man of this new rule, who was going about HIS business bothering nobody, her royal LEOness got intrusive and detained him asking him his name. He committed a cardinal sin and gave her what was found to be a false name and walked away.
Why he did so or how she knew we are not aware of. It may be that until he was tasered and the the deputies arrived, it was not known that the name provided was even false, but who cares.
He gets tazered and arrested for suspicion of failing to obey a lawful order, having dogs off-leash and knowingly providing false information, then released.
A real desperado who now has a record which will 'read' and appear much different than the reality of what occurred. The sad part is, her LEOness and the agency involved will fail to see that their intrusiveness was the catalyst of what otherwise would have been a non-event.
Peace-keeping vs. law enforcement. People being left alone to conduct their peaceful business vs. government LEOs, drones and regulators, swarming everywhere creating criminals where there should be no issues at all.
An epic fail. A shining example of why some people detest police and government.

I couldn't care less. It was in California -- the S.F. Bay Area, no less -- and those people deserve what they get. As for the man, he'll lawyer up and come out okay.
