Peace Candidates?

Seems to me that elections where the primary issue was war or peace, the candidate elected was perceive as the peace candidate. No one around would remember the 1916 election, but Wilson won and one of his planks was no involvement in the European war. More recently, the 1964 resulted in a landslide victory for Johnson and the primary issue was expansion of the war in Vietnam. Even more recently, the 2008 election involved another peace versus war platform, and the peace party won.

So how come in all three of these cases, the three presidents all went against their promises?
