can the 44 special/44 Russian be reloaded into 44 mag? just wondering not contemplating getting into reloaded YET!

so yes it would work, but using the Russian in a .44 magnum accuracy may be effected
As Mark said they will chamber in any .44 Mag. But if you mean can they be reloaded to .44 Mag power levels the answer is no.
why can the bullet not be loaded into a .44 magnum case and .44 magnum loads ?

I hope you mean .429 for the special and magnum, not sure where you got .432. the .001 fatter Russian bullet means nothing in real world applications.
Some of the loads with the slowest powders probably just won't fit in the case either.
You could probably find data that went up to 36000 PSI like a 44 Mag and the performance would be almost the same in a firearm with a shorter barrel. Such loads would use less powder than a 44 Mag. However they should never be fired in any firearm designed for 44 Special and 44 Russian because some guns may not be able to take 36000 PSI and some may take it but without an acceptable margin of safety.
Before the 44 Mag came about in 1955, I think some shooters pushed some pretty hot loads through their 44 special revolvers but they probably worked up to them very carefully and for all we know they tried each higher load by finding a way to fire the gun remotely. They probably also had an eye for gun design or maybe friends in the Colt factory who knew what their guns could take. There's no guarantee a different 44 Special could take an extra heavy load.
