Ford Power steering, I'm missing the obvious

Hopped in my '79 to go deer and ek chasin and the power steering was sluggish as heck and the pump was howling. Checked the level and it was low, all I had was some cheap atf on hand that I use in the 'Pete. Power steering never came back and was puking fluid like mad out of the lid.
So I just flushed it out with power steering fluid by capping the return port on the pump and jamming the hose into a jug, run the engine and kept adding fluid till it looked clean going in the jug.
Hooked the return back up, added fluid and worked the wheel back and forth, was still sticking but I figgered it would burp the air out as I drove it, level was good and shut the engine off. With the cap still off the pump I noticed the fluid level rose right to the top of the fill neck, I have a newer style pump with the large fill neck/cavity.
I'm lost here, other than having to special order Type F trans fluid what am I doing wrong and why is it barfing fluid when I shut it off??

It's quiet and works great.
To flush, I had to turn the wheel back and forth and fill as it hurled out in a jug.
Oil salesman here says there is a big difference between current power steering fluid and transmission fluid, but I don't think that situation existed in 79.
