"Hibbard" was a Trade Name use on some firearms sold by the Chicago firm of Hibbard Spencer, Bartlett & Co. They were very large wholesalers/distributors of various hardware items, early in the 20th Century. Their business was very similar to Sears Roebuck.

Chances are the rifle was made by Savage, and the Hibbard name was used because H.S.B. ordered a large number of rifles.
