Perhaps Winchester used those racks for display, but the auction ad makes me think it is NOT an original Winchester piece.
NOWHERE does the seller say that the rack at auction is an actual, original Winchester rack. The verbage he uses leads me to believe that the rack he is selling is a reproduction. You should contact him for a clarification.
