I have a Herter's 22 revolver that had these rounds in the belt of the holster... What are they? What brand if anyone knows...

Most power loads for nail guns have the crimp end colored either yellow, green, or red for low, medium or high power, respectively. They will also double as blanks in a good working order 22LR firearm, or work for the dummy launchers to launch training dummies for retrieving dogs.
They don't look like any rat shot I've ever seen with the ends like that,
and I don't mean the crimp....
Usually have threaded ends to attach something to it.
Those sorts of rounds are used in nail-guns as a propellant charge to shoot the nail (into wood or concrete).
I'd agree that these rounds are *probably* blanks, though I have seen nail-gun rounds that look similar.
