Custom rifles builders in TX

I'm looking for info on custom rifles builders in Central Texas/Austin-San Marcos area (if possible) to discuss a custom build of a mil-spec M40A1 or M40A3. Someone who is more small time but has the skills for this work. I'm trying to save some money from what Tactical Rifles and Texas Brigade Armory charges. Please tell me there is way out of paying in excess of $3000.00 for one of these rifles.
Any info is greatly appreciated.
