Shooting 9MM Winchester 115 gr silver tips from a 3 inch barrel...any idea what the velocity would be? Will the silver tip reliablely expand?

Factory has those rated at 1225 fps.
Out of the shorter barrel I'd guesstimate you'd probably [see] around 1100fps, or maybe a hair more.
That should be enough to open them up, I'd think.
If you want to know you can try shooting a water jug (or other soft media) to test expansion.

The below are chronographed loads:
9mm 5gr bullseye 115 gr bullet
1093 avg fps. . .
Velocities are from a Keltec P11-9mm having 3" barrel
The guestimated velocities by others seem 100fps optimistic for the short barrel.
I guesstimated "about 1100 fps", and you chronographed 1093fps for your Bullseye powder load. Is that supposed to replicate a factory standard pressure load? Assuming so, I'd say the numbers are pretty close! ][:D][;)]
If you are saying that you'd only expect 1000 fps from a 115 grain bullet from the 3" 9mm, I suspect that would be a little bit on the slow side. A good rule of thumb is 50-75 fps velocity loss/gain per inch of barrel.
The Winchester Ranger (law enforcement only) 115 grain 9mm+P ammo is supposed to yield 1300fps from a standard test barrel (begging the question of just how much more powerful it is than the 115 grain silvertips, which are supposed to yield 1225fps).
Winchester "White box" 115 grain 9mm is supposed to yield 1190 fps from a test barrel, and that's not particularly fast ammo.
If you really need to know the numbers, the only way to know absolutely is to chronograph the ammo in question from the gun in question.
But without making a big deal of of this, realistically another +/- 50 fps probably isn't a significant difference in actual terminal ballistic performance. There are much more important things to worry about, like will the ammo reliably cycle your gun, etc.
1100fps-1150fps, or something in between.

From a 4 1/2" barrel the Canadian is 1244 and Hirtenberger is 1308fps Avg.
Size matters.
