From licensed or non-licensed? To licensed or non-licensed? USPS or UPS/FedEx?

Only thing that would be regulated would be a receiver. USPS - If it is a rifle/shotgun, then a non-licensed person can send it to a smith, the factory, or a licensed person. Licensed folks can send rifles, shotguns, and pistols, again to 'smith, factory, or another licensee. UPS/Fed Ex - again, same same but pistols must go by next day air per company policy.

Any part can be shipped. Only the only part that can not be shipped person to person is the receiver (serial numbered part) as that is considered the "gun". Everything else is just parts.

Know in some states you can Mail a rifle as long as its stays in that state. Not sure about yours.

Just read your post above. There's no federal law prohibiting same-state shipments (per ATF).

In NY where I live, it's prohibited to ship handguns and maybe long guns to another NY resident. That's a state law, not federal law.

Check with a Tenn gunshop re: intrastate shipments. Joe

Technically, it can be done; but, I advise you not to.

TN, addition to the Federal list of prohibited persons, has a prohibition against transferring to someone convicted of stalking or a history of alcoholism. You have no way of knowing these things, or if he is a convicted felon, a 15 year old, a mental patient, or any other reason should not receive a gun. Why put yourself in a position of being an accessory (even unknowing) to some awful thing that he might do with your gun?

The safest thing for you to do is insist that the rifle be mailed to his local FFL. That dealer will perform the Insta-Check, & take responsibility for the transfer.
