When did the ATF start requiring the yellow sheet for firearms purchases. I think it is form 4473.

Well it has been a long time. Depends on what yellow sheet you are talking about for what kind of sales. I am not sure when the first 4473 was done or what color it was. When I started buying firearms it was yellow. Then for about the last 10 -12 years it was white on paper hooked together like tractor feed printer paper. I believe it was on the 15th of this month, maybe last that they went back to yellow that is now in a book style.

Also the 4473 is only required for sales from an FFL.

Yes the 4473 came about after the Gun Control Act of 1968. Before that you could often mail order guns.

FWIW, I notice the newl 4473 prints out "yes" or "no" (check one) regarding those 12 or so little questions we must answer - this is probably a help to FFLS who most likely had to remind folks to write the complete answer and not abbreviate.

There is a new classification listed for new, stripped receivers only referred to on the form as "Other". Previously a firearm was sold as a long gun or a handgun, "other" provides some flexibility regarding AR and AK handgun builds if one is so inclined. Since a firearm (new stripped receiver) sold as "other" may be built into a handgun, sale of stripped frames is restricted to persons 21 years or older - this includes AR stripped lowers.
