Which powder is slower burning? WW 748 or BL-C?

As pointed out, the two powders in question are very nearly the same IF you go by the Powder Burn Rate charts exclusively.
Each powder is listed with a number but if several powders from different manufacturers have the same burn rate how do you discriminate between them? In the opposite thinking, powders have been released that are supposed to be the same as the previous lot number of the same powder and turn out to be decidedly faster or slower. Slower isn't usually a problem, however faster can be a real bad problem.
These charts are big help when it comes to trying to make sense out of which powders are faster or slower in relationship to each other. But remember that they are to be used as general guidelines and NOT as absolutes. You cannot simply substitute adjacent powders, one for the other, without careful testing. I would go a step further and insist on checking the data from several reloading manuals and compare the loads to establish a line of characteristic velocities and pressures. Then you can get going by using the starting loads and working your way up slowing watching for signs of pressure.
