how do we tell if a walther pp 7.65 was made in the U.S. and when was it manufactured?

The serial number should be able to determine that.

By that, I mean do a search on which S/N's were manufactured in the States and then compare.

If your sure it's a PP rather then a PPK/S, it wasn't made in the States. When they got the license to manufacture them in the U.S., ( circa mid 80's ), all they made, were the PPK/S Model.

it says mod.PP on the rear of the slide, it is 7.65mm and has Waffenfabrik Walther, Zellia-Mehlis[Thur] I think it is Thur

With that marking, it was made in Germany sometime between 1929 & 1945. You will have to provide a partial serial number, for a more specific DOM.

rough guess on the value in the 70% range not beat up no gouges dull shine to most of it though

70% not positive as far as collector value concerned. If it doesn't have anything else going for it, i.e. bottom mag release, special markings, etc? $250-$350 to the right person.
