The only issue would be the ser number. The other markings dont matter, but I wonder why some bozo would grind them off.
I have this mental picture of them repeatedly slamming the cylinder open/closed by flicking the wrist. Argh!
Since he provided the serial number it is appearently still there, so no problem.

It looks like it was an attempt to remove the serial number -- one that failed.
Even if the firearm is still "technically legal" because the serial # can still be read (and it may not be, since I think most laws prohibit "defacing" of serial numbers), personally, I would not want to own such a firearm. I wouldn't like the questions I would get if I decided to re-sell it!
