    From page 153 of my 1944 "shooters bible" AKA the Stoeger catalog:
    For the range office of your pistol club.
    By sliding gauge forward or backward on gun barrel as shown, adjustable front sight may be raised or lowered to bear against scale, thus setting for any range, or changing point of impact, as desired.

    IOW it's used as a setting aid for adjustable height front sights.
