How does one "recrown a barrel after it has been trimmed back. Do you need a special tool or will a dremil work fine.

I certainly would not use a Dremel tool. It is important for the crown to be symmetrical. Brownells sells a tool for barrel crowning that is piloted by the bore.

No, I'd use a drill press, something where you can adjust and fix to an exact position so that the crown cut is exactly symetrical in all positions around the hole. I'd have a gunsmith do it. Not only that but there are many different types of crown cuts, and a really good gunsmith might know what kind is better for your gun.
