Why is it?

I took a new 22 out yesterday and lined up a new scope.I have tons of 22 ammo but I grabbed some Rem thunder bolt ammo.It all shot well but one shell would crack very loud and sharp and the next one would just barely bang.It shot a complete hole in the target without a single flyer.Why is it ammo makers dont have better specs for makeing rimfire ammo?

    Thunderbolt is cheapie ammo. Works well enough for the range. Good 22 ammo is about 50-100% more cost wise. One that shines is CCI Mini-Mag. I think if you find one ammo brand that really works for you and most of your guns, go and buy a case--I've seem it advertised in 5,000 round packages.
