I WAS WONDERING IF NEBRASKA OR WYOMING STILL ALLOW PRIVATE PARTY GUN SALES AT THE GUN SHOWS. PRIVATE PARTY MEANING NO BACKGROUND CHECK FOR PRIVATE PARTY TRANSACTIONS. THIS IS OFTEN CALLED A GUNSHOW "LOOPHOLE"THANKS...

    NEBRASKA ALLOWS LONG GUN SALES ONLY. ALL HANDGUN SALES BY STATE PERMIT ONLY. BE SURE BE SAFE.

    ALL BUYERS OF A HANDGUN MUST HAVE A STATE PERMIT. IOWA AND MO. ALSO. FROM A FFL DEALER OR A PRIVATE SELLER, BUYER BY LAW MUST HAVE A STATE PERMIT.

    Just to clarify Iowa law:Iowa has a "permit to purchase" law that is probably the least burdensome of any permit system of which I am aware. Any buyer of a handgun must have a "permit to purchase." The permit "shall issue" by the county sheriff to any person not disquaified from buying handguns (felons, minors, etc.). Three days after it is issued, the permit is good for a year. The only three-day waiting period is from the initial date of issue only, not for each successive purchase. The "waiting period" advocates were appeased by this provision, which makes a lot of sense because if one already has bought one handgun, there is no "crime of passion" deterant to be gained by requiring another waiting period. The person will just use the first handgun with which to commit the crime of passon. A private citizen may only sell a handgun to another private citizen who has a permit to purchase issued more than three days ago. There is no transfer record required to be made by private sellers, although many private citizens do want to know to whom they sold their handgun. Estate auctions and the like usually announce any buyer must have a permit to purchase. If two private citizens violate the law by transferring without meeting the permit requirements, they have committed a simple misdemeanor.A licensed dealer selling to a permitted person will of course make a normal recorded transfer. The Iowa Permit to Purchase qualifies the holder for an exemption from NICS background cehcks. Therefore, many purchasers of only long guns get a permit to purchase to avoid the NICS checks and their suspected record-keeping.
