Is is legal for a nonlicensee to ship a rifle or shotgun to another nonlicensee in any state?

    In most cases, no. You can ship to a nonlicensee in the same state. Also, firearms from an estate may be transferred interstate without going through a licensee. State laws may also affect transfers.
