I've a Ruger Mark I upper; 6" tapered barrel. Mfg date is 1979.
Overall condition is fair, rifling is good.

Selling it would entail transfer through a O1 FFL. Just like if you would be selling a functional Ruger pistol.
Like Rufe said, the "upper" you have is the pistol. Treat it as such.
I'd say that is pretty close. Maybe a little high for "fair condition". I wouldn't give $150 for a "fair" fixed sight "upper" but some might. When you add shipping and FFL fee, you might be real close to what a "fair" complete pistol would cost over the counter.
