What is Wrong with BUYING "Legal firearms" OLD rifle, handgun, shotgun, etc,Distroying ALL serial No.parts and SELLING the rest of the PARTS. Does BATF have control of these also??? I'm NOT making a profit, so why the "notice".

Not sure of what "notice" you are refering, but BATF does not require record keeping or documentation of non-serialized "parts".

Receivers are generally the serial numbered parts of most firearms and thus subject to BATF record keeping. Firearms pre-1898 are not subject to the paperwork.

If you want to buy guns and strip them of their parts for sale you can, but should notify BATF that you are destroying the receivers. There are certain ways approved by BATF for doing this destroying, and you may need to "prove" to BATF you did the destroying.

First off I have no idea what "notice" you are talking about. So my answers are gong to be based on my assumption of what you might be talking about.

Second what does profit have to do with anything? Any person "engaged in the business of buying and selling firearms" is required by the ATF to have an 01 FFL. Nowhere does any thing say that an FFL or any business has to make a profit, many dont.

Third why are you destroying gun parts other then the receiver since the receiver is the ONLY part the ATF considers a firearm.

What's wrong with it is that its against Federal law to be engaged in the business of buying and selling guns without a Federal Firearms license.

    In a word. . .YES.

The Bureau of Alcohol Tobacco Firearms and Explosives is in the Congressionally mandated business of enforcing Federal Firearms laws.

While most gun PARTS (other than the receivers) technically aren't regulated, if you're buying lots of actual guns, its understandable why you would attract the attention of the BATFE.

Whether or not you're making a profit is irrelevant.

If you want to be in the gun business, you need a Federal license, so says Uncle Sam.

"But officer, I wasn't making any money selling the crack cocaine"!
"What do you mean I need a LICENSE to perform brain surgery? I wasn't charging any money"? etc.

What are you talking about? Parts or a receiver? A receiver is considered a firearm. In my state it is illegal to alter one. A Non-receiver part is a different story. Example: as a collector it is desirable to have matching serial#s for collectors value. Some import guns have reference to the serial# on them but are not a receiver. AK47 parts are a good example of this. Like the bolt carrier, bolt, dust cover, & possibly the gas tube.

There is a requirement for 01 FFL dealers to notify the feds if a individual makes multiple purchases of handguns. I'm not sure if this is true for rifles and shotguns also?

Perhaps this is how they have become aware of you? As long as you can prove that you are only buying these guns to salvage the parts, and are destroying the serial numbered receivers. Don't see how they would have any sort of beef with you.

As long as you can substantiate that you have destroyed the serial numbered receivers/frames of the guns you have purchased on paper from FFL dealers.
