Does anyone make scope mounts that install into the cross-barrel dovetail normally used for metallic sights, in order to avoid having to drill & tap the barrel ?

That used to be a common way to mount a scope. An outfit called "Stith" (and others) made mounts that used that dovetail and the receiver sight screw holes on Winchester 70's, Savage 99's, etc. I doubt if any company makes them now but old ones are still around. Check the auction side and elsewear.

Do you have a specific rifle in mind?

Companies like S & K offer hardware which use the attributes of a rifle to make a "no gunsmith" mount. Some are not particularly stable, such as the various "set screw" types for the Enfield and some are well designed and executed.
