Did Smith & Wesson make an "I" frame revolver such as the old Regulation Police? If so how does that frame compare to a "J" frame in size?

Yes, the "I" frame has a shorter cylinder window in the frame. As an example, the "I" frame cylinder is too short to accept the .38 Special, hence the "J" frame with its longer cylinder was introduced in 1950 as the Chief's Special. Eventually all the "I" frames were dropped.
