Looking at the Maryland laws as of JAN 2001, they ban anything 20 rounds or greater. I've noticed that most catalogs won't ship any Hi Cap Mag to Maryland. Is it legal to ship 15 round pistol mags there?

Yes, it is legal. Refer them to ATF P 5300.5, State Laws and Published Ordinances-Firearms, page 144:"Detachable magazines. A person may not manufacture, sell, offer for sale, purchase, receiver, or transfer a detachable magazine for any type of firearm, except a .22 caliber rifle with a tubular magazine, if the magazine has a capacity of more than 20 rounds of ammunition."Neal
