What does "bullet swaging" mean?

Someone suggested I do this for my Carcano, but I've never done it and am not sure what it means.

    Never mind, I've read up on it on a websight. Sounds like too much money for investment for a rotten Carcano. Unless someone has a cheap way to go about cutting the wire and forming the bullets, I think I'll just go with a $25 lee resizer and stick with lead bullets, maybe try a few jacketed and see if the core loosens. Surplus is also available; I recently paid $15/box, and know I can resell the clips for almost as much.
