I have a single shot rim fire that I want to turn into a center fire. I live in IL. and need someone that has a milling machine to make a new firing pin hole in the breach block. TY

You should be able to find a local shop/person/gunsmith than can help you out. Receivers are usually the registered part, so you could likely mail the block out to get the work done and have it mailed back with little issues or expense. What about the extractor/ejector?

A long time ago a guy wanted a #1 Ruger in 22 rim fire. A new link (shorter IIRC) was all that was required to drop the pin to the proper position to change from center to rim fire.

Be sure the action is up to center fire pressures.

The proper spelling is breechblock (or breech block), & the cautious types would advise against such an idea.
Is the weapon perhaps a model that was ever offered in C/F?
If not, be advised that the plan will also require a new custom fab & fit extractor/ejector as well. If you still have the stomach for it at this point, it's best to limit the proposed new chambering to a low-pressure round ala .22 Hornet, etc.

I can't recommend a shop but will ask, what gun, what rimfire caliber now, what centerfire caliber then?

If say a Martini, it would be good for about anything that would physically fit.
If a Favorite, well, as Grandma said "Y'all be careful, now, you hear." Although there was the one guy who converted a .32 Long rimfire to .32 Long Colt and had a lot of fun.
