Question for Class III Dealers

I am in the middle of a class III purchase. 2 Items are on Form 4 in another state. I was under the immpression that on a Form 4 purchase it required 2 transfer taxes on each item, 1 from seller to dealer and another from the receiving dealer to the new purchaser, ME! Seller says, and apparently has a class III dealer to back him up that the only transfer fee is the one I will have to pay when I submit my paperwork to BATF. Is he correct and am I crazy? It would be nice if he was correct because I don't want to pay a total of 4 transfer taxes on this deal but will if I have to because I hate seeing my sunshine in stripes or through bars.
