Saw an add in Shotgun news from a dealer in my area, so I called them to see where they were located & let them know I was in state. well anyway the question, they said they didnt have a storefront & the gun would have to be shipped to another dealer in my area, then I would have to buy it from him, which will in effect cost me his min of $25 for the transfer, is this correct ? could they not just ship the gun to me , since it is in state ?

You can go there and pick it up, but he cannot ship to you, an unlicensed individual, unless the gun is exempt from GCA68.

Well, for starters, an FFL dealer generally must deliver guns on his premises (there are exceptions, such as gun shows). In addition, some "vest pocket" dealers live in areas where zoning laws prohibit having a home business if there will be customers coming to the house. Finally, maybe his wife doesn't want strangers ringing the her doorbell.Neal
