The reason why it is US property is because it was made in the US by Savage Arms.

To expand on 110's answer just a little...Dur;ing W.W.II the U.S.A. was "The Arsenal of Democracy." We assisted many foreign governments in the war effort by manufacturing and supplying weapons made to our patterns or theirs. Most were given under the "Lend Lease" program which anticipated that the weapons would be returned after the war was over, hence they were marked "U.S.Property". This may have happened in some instances, but in the majority of cases the weapons were retained by the recipients (whether lawfully or not, I can not say) and as they became surplus to their needs or obsolete they were SOLD back to us. This is the situation with the Savage manufactured No.4 Mk 1's which were "loaned" to England.
