This list actually has the SIG MOSQIUTO and the WALTHER P22 on it, sure there is a lot of antique and some real junk on the list but the Sig and Walther ?

These "junk gun" lists are mostly about banning low-cost guns.
The "idea" is to prevent criminals from buying cheap "throwaway" guns, though I think the effect is to keep guns out of the hands of poor people (though maybe that's part of the intent, too).
Anyway, the reason the Sig and Walther are on there is because the .22 "replica" guns are made with zinc-alloy frames, and that's typically one of the features used to separate "junk" guns from "good" ones (notwithstanding the fact that the Sig and Walther in question are not inexpensive and not low-quality).
