If it's an older bar w/o the rubber insert on the shot side you are probably trying to shear a piece of shot between the bar and the press when you slide it. The newer bars have a rubber insert that minimizes the binding.

    Look at this one:http://www.GunBroker.com/Auction/ViewItem.aspx?Item=329163740

This one has the rubber washer, but does feel like a shot is binding it.

There is a big difference between the little rubber washers that provide a seal and the rubber that I'm talking about. The rubber on the newer bars is about 1/4" thick or so and allows a whole piece or pieces of shot to be pushed down so as not to bind the bar. It acts just like a sofa cushion rather than a cleaner bar like the brass washer on the powder side does.

Flip the top back like you are going to unscrew the bottles and see if the bar moves freely w/o any shot or powder in the bushings.

the bar moves freely with the charger flipped back, and maybe will drop the shot for 2-3 more times before hanging up again.

Does all of the powder and shot fully drop out of the bar when you are able to move it? When you say it binds does it feel solid or does it have a spongy feel to it?

I'd recommend not doing that. You will spill shot out of the uncrimped shells and make a mess. You obviously have something that is not working correctly and I wish I could have been of more help. I started out on single stage MECS but currently have all 9000G's. I do know that MEC has great Customer support so I would contact them at:http://www.mecreloaders.com/TroubleShooting/troubleshooting.asp

I have been using a 600 jr tonight and loading 410s and i have to hit the shot bar pretty good to get it to cycle some times I have to take it out and clean it. same goes with my 9000g as far as cleaning.

I thank the rubber washers need replacing under the shot and powder bottles.
