Weatherby Vanguard Ejection

My Weatherby Vanguard 300 Win Mag bolt will not eject the shell casing after firing. I have cleaned and oil the extractor and ejection pin with no success. About 1 in 8 times, the casing will eject normally. Most other times the casing is just drop when the bolt is pulled back. The casing is slightly under tension when being extracted, and then just falls back into the port. I have to turn the rifle over to drop the casing on the ground. A Gunsmith (not Weatherby) charged me $63 to change the scope mounts, but this wasn't the problem. Basically, I got taken. Any suggestions or recommendations of a reliable Weatherby gunsmith in Houston Tx would be appreciated

    Some of the Vanguards are being recalled due to a bolt sleeve problem. Check at www.weatherby.com

    If it won't kick the empty out it is one or all of several things. Over-oiled and ejector&extractor plungers dirty & sticky. Both springs are weak. Bolt sleeve recall due to firing pin protrusion being changed after customer reassembly.
