ATF Form 1...what is it?

I have been looking at a wide range of Heckler and Koch firarms. I have concidered buy one of several. One of the arms that I am interested in is the USC .45acp carbine. I am looking into having a gunsmith shorten the barrel, to make it look more like the UMP. I have been told that this involves an ATF Form #1. What is this form? Is it the same as Class III? Is it going to take a life time of hassel and backround checks? I want to comply with the law, but its all very confusing to me. Any information on this "form #1" would be apperciated. Also if any of you get a chance, please look at my last post entitled "legal question". Its a different Question about flash suppressers and muzzel break legalities.

The conversion you are suggesting will create a "Short Barrelled Rifle" which is subject to the provisions of the National Firearms Act, and will require a $200 tax. It will be registered as a Class III device similar to a machinegun, and you will have to go through the application process including prints, pictures, so on and so forth.
