Unknown Scope

I have a rifle scope with the insignia "CHC Clearfield 4x32 Waterproof". Also has "Japan" stamped on it, a wave symbol with a line thru it and a round sticker indicating it was inspected by the "Japan telescope inspection institute". Does anyone know anything about CHC? Is this a good or fair or poor quality scope? Any info would be appreciated.
