spent shell casing......MD law.......help!

i just bought a colt commander through gunbroker.com and the place that sent it to my dealer did not send it with a spent shell casing(needed by maryland law).....if the gun was made before a certain date this is not nessessary.......if someone knows could they tell me that date, and is there a way for me to use the serial # to get the guns manufactor date(besides calling colt they are closed for the evening).

Rather than have a lot of back and forth on this forum, I suggest that you phone Cpl Allen T. Albaugh in the MSP Firearms Registration Section, 410-799-5934 Ext 321. Since his office will ultimately either approve or deny your application, you can hang your hat on whatever he tells you.
Maryland is currently considering re-enacting legislation that would allow you to pay to have any new handgun fired by a licensed tester (for a fee, of course).
