Bob: While not an "expert" as I understand it it means your Garand in question has had roughly 3,700 rounds through it. Accuate barrel life is in the vacinity of 5,000~7,000 rounds depending on who's opinion your getting. When I was a pup starting out the rule of thumb I was given was 40 lbs of powder. When your 30 caliber rifle has gone through 40 pounds of powder it's time to change the tube. In a 30-06 that's 5,600 rounds. Most hi-power shooters that shoot across the course kind of know that their going to start to loose the 10 ring between 4,000 and 5,000 at 600 yards. That's the tell.
I've got a Garand that would be judged to be completely fried but still comes pretty close to holding the x ring on a SR target at 200 yards. My point is, at the shorter ranges it's not too relevant. When you start getting out there the throat erosion starts to matter and really show.
The muzzle wear number is a different matter. That number is the number of S--- heads that used a sectioned cleaning rod to clean the thing during the life of the barrel. Or it's an indication of cleaning rod wear. A training brigade rifle can have nearly no throat erosion but has been "cleaned to death".

3.5 would be a good shooter or if replacing a collectible barrel alright but if you are going to be shooting matches a barrel with 1 or less ME would be desirable. There are a few new fifties barrels floating around out there right now if you can find one it would be ideal for matches. I have high ME M's that shoot really well but would not expect to be completive in matches with them, shoot the rifle first if you have a chance and get an idea how well it shoots and then decide if it is what you want.
