I found a auction with ammo for sale and the seller sayes that he has to ship to a ffl. I thought that ammo was person to person with a age certificate and proper labels. Iwent to search on experts but did not find a link to UPS with an answer. Is the seller correct?

I get ammo from UPS all the time with no FFL involved. I often wonder that the driver thinks when he drops off a heavy box at my door with the "ORM-D" stickers and the sender's name as "The Ammunition Store" or something like that.

From the Federal Firearms Regulations Reference Guide (ATF P 5300.4), page 135, para B4:

"May an unlicensed person obtain ammunition from an out-of-State source?

Yes, provided he or she is not a person prohibited from receiving firearms and ammunition.
    18USC 922 (g) and (n)"

All you need to do is provide the seller with a photocopy of your drivers license and a signed statement that you are not prohibited by law from receiving ammunition.

The only thing that is usually required is an adult 21 or older to sighn for the shipment.Be weary of a dealer who does not know this.Just read nmyers reply he says it all.

    Good Luck.

Small arms ammo (up to .50 cal) amy be shipped via UPS ground without
a hazardous material charge. Contact Cristina Jacobs by e mail at:
jcs1cgi@ups.com if you need complete info. She is in UPS hazmat
section. Sender or reciever does not a FFL. She even sent how to
make labels for ORM-D and small arms ammunition stickers.

Some sellers are overly hysterical about shipping ammo. If this one won't ship except to a FFL, forget him unless it's something you can't find elsewhere . . . he's either an overly officious no-nothing or a jerk.
