Winchester 1894 mystery shield inlay

I have a Winchester 1894 on the auction side, made in 1895 but has been re-bareled. Anyhow, there is a brass inlay on the stock. It is inscribed "S.C U.S.A"
Any experts have an idea of what or why?

I have no idea what it is or why it was put there.
If Bert doesn't know than there is little hope of solving the mystery![:(]
S.C U.S.A might mean Signal Corps? Maybe this rifle was "drafted" into military service for WWI?
