If you look at a standard rifle cartridge measurement in a reloading manual, you would see, just as a reference, a neck measurement of .355". Now, a match benchrest rifle chamber might be cut at the neck area of the chamber to only .338". therefore, any factory ammo, would not feed into the chamber, as the neck area would not feed into that tight of a space. The only way to load rounds for these type of custom setups, is to actually "turn" the neck of each case down to .338" and then load them. Just think of a machinists lathe, that is what turning the neck of brass is, reducing the diameter for a specificaly cut chamber.
