My buddie has a small ring 7m/m carbine. With the following on the receiver. a Crown, followed by, fabrica de armas, then word, oviedo, and last 1899.

    Your friends carbine was made in Oviedo Spain at the Spanish Government Arsenal. It's the Model 1895 Carbine.

    Looks to me you have a Model 1895 Spanish Mauser made in 1899 at the Oviedo Arsenal in Spain.Many were sold in South America, most noteably Chile.
