What is the difference in bullets? I see Ruskie ammo listed as either.

Bi-metal will attract a magnet and regular FMJ will not.

I shoot a lot of competition using rifles and they do not allow bi-metal or AP as they will damage the steel targets.

Most military ammo is loaded with mild steel jackets with gilding metal(copper alloy) coating. Steel is much cheaper that copper is the main reason for this. Only hunting ammo will have the copper jacket these days. There is very little practical difference in the shooting of these types.
