Actual Norinco Steel Core Ammo?

Anyone familiar with this?
Are the Silver and Yellow Boxed Norinco Ammunition actually steel core as is claimed, as the box says 7.62x39mm Lead Core Bullet Steel Case Non Corrosive and some silver boxes have a silver sticker over the lead core bullet writing that says Steel Core Bullet in the same type?
Also what should the head stamps read for non corrosive steel core, or is that even an indicator?
Very strange, factory done or scam artists? And yes I know that you can pull the bullet and cut it, but I wanted to ask about it first.

    Yes I am familiar with it and have access to some steel core. I even have a bunch of the ammo you are asking about. It is very good and sure fire but it is NOT steel core. Your question says it all!
