They said it was a defect and to ship the gun back to them to repair it. I guess I'll have to UPS it back.

IF it is a defect make them pay fir the shipping. Call them back and tell them that you should not have to pay to fix a defective gun. They should send you a Fed EX or UPS PPD shipping label. I have had this conversation with several gun companies (although not Taurus) and in every case when I made my statement I did not have to pay for shipping you just have to be willing to ask for it.

Which direction does it turn in?

They have no obligation to cover your shipping costs. They are nice if they do.

If the hand spring is too strong or the hand and ratchet surfaces are rough, you can get a cylinder to follow the hand in the reverse direction if you go to cock and then uncock before the locking bolt locks. The S&W drops the locking bolt early, putting extra drag on the cyl.

Well, I have 3 or 4 Taurus revolvers (all purchased new, one only two months ago) and they ALL will let the cylinder turn backwards. Are you saying that Taurus doesn't have an obligation to pay my shipping? Last time I shipped a handgun it cost me $53.00.

Are they all the same model?

I have a tracker in 17hmr and I haven't tried to turn the cylinders backwards. I don't think it will but will check tonight.

OK, I checked mine and the cylinder rotates counter clock wise (opposite of say a Ruger revolver) when being cocked.

It functions perfectly fine the cylinder doesn't turn clock wise at all.

Shipped it yesterday and they received it today. I am hopeful it won't take too long. Am thinking of getting a lightweight 38 special from them. If this goes well I will pick one up. I will let you folks know of the outcome.
