ARE WE TALKING THE SAME CARTRIDGE HERE OR IS THERE A DIFFERENCE.

7.62x54R is the Russian WW2 bolt action round (and they still use it in their sniper rifles and 30cal class machine gun)
The R in a metric cartridge means Rimmed (FWIW Flanged is what the Brits call a rimmed cartridge)
7.62mm is the bore size 51mm is the case length
Some guys like a mag full of lead, I still prefer one round to the head.

The 54 is also a much more powerful round than the .308. It's ballistics are similar to the 30-06 or 8mm mauser when properly loaded.
This cartidge would also serve well as short action carbine, but for some reason there is only one company that I am aware of that offers this as a chambering in their hunting line.
In any case, the 54 is a great round with out standing ballistics and power.
