Static electric build up on powder thrower

Somewhere on this forum ,I read that static electricity can affect the measure of powder thrown by a powder thrower .I have a Lee progressive 1000 press and sometimes have small inconsistencies in the amount of powder thrown by the press .I shoot target pistol (38 special mainly)competitatively locally but cannot seem to get consistently good grouping shots (even in a bolt down pistol rest).Could these small inconsistencies in amount of powder thrown (anything up to .4 grain)account for bad grouping and if static electricity build up is the cause of inconsistent powder throwing ,how do you stop it building up or get rid of it Thanks for your time .

EMPTY POWDER MEASURE, AND GET A FABRIC SOFTENER SHEET FROM THE LAUNDRY ROOM WIPE INSIDE & OUTSIDE AND THE DISC HOLES, SHOULD CURE STATIC,>>> WHAT KIND OF POWDER ARE YOU USING? YOU SAY YOU ARE LOADING TARGET LOADS, BULLSEYE IS A TIME TESTED POWDER, WITH 2.5, 2.6, OR 2.7 GRS WITH A 148GR WADCUTTER BULLET SHOULD GIVE EXC, RESULTS & THE LEE MEASURE SHOULD METER THIS WITH IN .01 EACH TIME. ANOTHER EXC POWDER IS 700X, 2.7 GRS. WITH SAME BULLET.
