What does "not case-hardened" mean?

Saw a Colt SSA with the historical letter and the description for the finish was "Blue - not case-hardened". What does that mean?

    Generally, Colt SAA's have all blue parts except for the frame, which is color case=hardened. They did make some that were ALL blue, including the frame; I think that this is what the ad means.
