Yes they have integral dovetails like the Sako does, BUT are not tapered like the Sako's. If I remember correctly they have a 15mm dovetail which is smaller than the regular Weaver style bases, so rings that fit Weaver bases won't work. If you buy the rifle new, they will come with a set of rings with it. I used the factory ones on mine with a 3x9-40 Burris but now I'm upgrading to a 4x16x44 Burris and I'm swapping rings as well (factory rings work, but there are better out there). You have several options:

You can buy a standard or Weaver type base and install whichever brand rings you like, I prefer Burris Signature rings. The receiver is drilled and tapped for a base also.

You can buy the Sako/Tikka Optilock rings/bases, which are very similar to the Burris Sig. rings. Afull assortment of these and other Sako/Tikka rings can be found here:

You can also use a set of Millet rings that clamp directly to the receiver that have the "dowel" to fit the receiver in the Tikkas as well. This is the route I will probably take. You can get these rings at TJGeneral too, or at Midway, which is where i like to shop. Good luck!
