Listed a rifle part on Gunbroker and someone asked if I would ship to a C&R. What is a C&R? I know out of the state of Indiana I need to ship to a FFL holder,

Thanks Rodney

What is commonly referred to as a C & R is a federal license that allows the license holder to buy items that are considered Curios and Relics without undergoing a background check. (The check is conducted before the license is issued.) It also allows the C & R license holder to have C & R items shipped to him direct from out of state. The license gives the holder NO authority to sell beyond what a non-licensed holder can do. There are some record keeping requirements and the BATFE can have the licensee to bring his records in for an annual check. Generally, any firearm that is 50 years or older is considered a C & R and certain newer firearms are considered C & R and are on a list published by the BATFE. In some states there statutes that pretty well nulify the benefits of having a C & R license

just a w.a.g. but could it be collector/restorer? also i'm led to believe, by federal law, you can ship gun parts to anyone as long as there is no serial number on the part or it is not a complete reciever or some corny regulation to that effect. kimber sent me a conversion kit (.45 to .22 cal) slide and barrel to my door step. and ask for no more than my address. could it be i have taken a slight departure from the rules?

Rodney, as long as the "part" is not a receiver, you can send it to anyone in the US. The fact that he has a C&R is irrelevant.

If it IS a receiver made > 1897, you can only ship it to an FFL, but not a C&R.

It is a receiver, it should be over 50 years old. Thanks for the answers and comments. Will ship it only to a FFL holder!

Logan- a C&R IS a FFL. There are several different FFLs- most commonly encountered is the 01 FFL- Dealer. C&R is an 03 FFL- Collector of Curio and Relic firearms. However, even if your reciever is qualified by age, the C&R does NOT cover a receiver only- it DOES cover complete firearms. BATF figures that a receiver is not collectable, complete arm IS collectable. Don't ship. Herschel and nmeyers gave you good advice. Gent should not have asked you to ship. (I am an 03 C&R FFL holder- since 1976. Folks should read the regs that apply to their license)
