Weird Buehler Rings

I do not understand how two-piece Buehler rings that seem to be 1" do not fit one inch scopes. I bought a pair of Code 13 rings with shims that measure 1.025" and they do not fit several 1" dia. scopes (which seem to measure about 0.97". Even without the shims they do not fit. Has anyone experienced this? What am I missing? What scopes do they fit? They are not not large enough to be 30mm.

Years ago I bought a European scope at a Gun Show. The only rings that I could obtain at that time, that would work were Buehler's. It was long ago and far away, but if memory serves they were either 26 or 26.5mm? This works out to be anywhere between .025 to .045 over 1" diameter.

you probably have 26mm rings and 1" measures 25.4mm........Lots of scopes from the 50's and 60's were 26mm. Kollmorgan comes to mind.
