Frame rail pistol scope mount

Does anyone know who makes something like this?
It would attach to a pistol's frame accessory rail, and provide a rail above the slide for mounting an optic.
Most preferably, it would have an underside rail itself so LAMs or lights could still be mounted, as well as side rails (going by 'why not' logic on that one).
